Nineteen of the Russian's 21 titles have been earned on hard courts
A resurgent Daniil Medvedev won his initial trophy for 882 days with a win over Frenchman Moutet in the competition title decider.
Medvedev, a ex- number one, has endured a torrid period, winning just one match at the big events and suffering a setback at the American major.
His unpredictability on the professional circuit - and struggles with his service game in specific - resulted in him falling of the top ten and finally parting ways with former mentor his previous coach.
Currently training with his coach and Rohan Goetzke, Medvedev has steadily progressed in the last few weeks - peaking in a hard-fought three-set victory over opponent Moutet.
This marks the player's first title since the 2023 Rome Masters and initial on a hardcourt after that period of 2023.
The win also indicates he has achieved twenty-one championships at 21 distinct tournaments.
"It's the first time I'm at a competition with my two daughters together, so to secure a championship is especially meaningful," said tennis professional Daniil Medvedev.
"This title is in honour of my child my daughter, because the maiden victory I achieved when my child my daughter was born was for her."
The athlete, the former major winner, had been defeated in his previous six title deciders, comprising in Halle earlier this year.
The player's defensive approach and regular emotional displays on the playing surface had prompted commentators to wonder if his capacity to compete at the elite level was over.
However the 29-year-old has altered his approach in the past month, making an effort to approach the net and compete positively, backed up by an improved serve.
Medvedev recovered from a break down in the first set against the tricky Moutet, securing 4 of the last five points to go ahead.
The competitors exchanged break points in the second set before Moutet, bidding for his maiden professional championship, gained dominance to push for a third set.
He defended four early-game opportunities in a close final set before Medvedev secured a break to fifteen to secure the win.
Suitably, the winner secured victory with a rally at the net, with his opponent failing to handle a volley after a lengthy match.
